Welcome to the Howard County Dog Owners Group & The Off-Leash Area at Worthington Park Our goal is to add Howard County to the list of progressive communities that recognize the value of dog parks in socializing our pets and strengthening our neighborhoods. The Worthington Park Off Leash Area is Howard County’s first dog park! Use of the off-leash area requires the purchase of either a: Daily Permit - available at the park. Annual Permit - available at the Dept. of Recreation & Parks or the Office of Licenses & Permits. printable permit request Please Note: Your Dog must have a valid license from your county of residence and a current rabies tag. Park Closings: from time to time the park may be closed for reasons such as inclement weather. The county may also choose to close the park at their discretion. You may call 410-313-4455 to find out if the park is closed.
